Okay, after being article is clear this is just a bid to sell the land. The article States the buyer will have at least "two buildings to make income from while they seek approvals" (for whatever they want -my words).
It's just like the njpac Redevelopment. They're not building anything. Just advertising what's already possible under current zoning & offering a "guiding vision".

I'm sure it will. But look how long it took for them to get the Center Street Tower built. Not to be fair it was the first residential high-rise in downtown Newark in decades and Banks refused to fully Finance unless they scale it down. The confidence in Newark wasn't there . Which is a shame. It was originally meant to be 40 stories & then 3rd tallest residential tower in NJ. I think the JC Trump Towers had tallest in NJ title back then. Now 99 Hudson in JC has it and at 70 stories, probably permanently. But on the bright side, Newark it's now improving market for high-rises and it will probably take off as well. Even if it gets a third of JC's high-rises it will still be a powerful addition to Skyline because you're already has a distinctive Skyline. JC has a lot of high-rises but it doesn't have a foundation of low rise Towers or mini skyscrapers the way New York City has between Midtown and downtown. Newark's Skyline is for the most part mini skyscrapers, except for 1180, National Newark & Essex(Helmsley),PSEG,770 McCarter & white Prudential tower. Therefore, just 10 tall skyscrapers like the ark and Halo will create a dynamic Skyline. Well bugs me about the njpac plan as they seem to be thinking small. They claim they're not building it themselves. But are offering a guiding vision. In other words they're advertising the area based on its development potential as in arts Village, but they want to dictate what gets built there. And I don't like what I see. Seem to want the NJPAC not to be overshadowed by large skyscrapers. Everything is low rise with a Max of 20 stories and the little townhouse Village segment is a complete waste of Real Estate for that location.

Ah dam if that is true about the development, than I hope there is a better concept for the area. I agree Newark skyline can look very interesting in the future. Luckily we have a mix of taller and smaller buildings, now you had a couple more high rises and a few skyscrapers and you got yourself a beautiful, flavorful, skyline that makes sense. Unlike JC we’re it’s just tower after tower after tower after tower. In NYC u can see the scale of each tower standing next to each other. Look at the national Newark building than the building that has GameStop. Hopefully the development can give taller towers and do more with the concept, something similar to CitiSqaure but greater maybe even Hudson yards type energy. But thankfully we got halo and maybe arc tower hopefully to be the powerhouses for the future of our downtown.
