I believe Vsauce actually did a video about this. It's because the styles and appearances of the people we associate with a specific age tend to emerge when they are young and continue indefinitely. So we see a guy with this hair, this outfit, this facial hair, and assume "man in 1980s" even if the face is clearly 18.

Some people matured early and hit puberty early. I knew some people who looked grown in high school.
