just call a tags/title shop and theyll tell you what you need

Sorry for your loss. We filled out the forms online, then went to a notary, did the transfer, and new plates. But we didn't need the people that signed the forms present.

Activity on this sub would be cut in half if people actually just picked up the phone and called the appropriate office, full of people paid to assist with their exact question.

to be fair people dont know the extent of services these tag/title places offer, which is surprisingly alot

My point was more general, but in this instance they could also just call PennDOT
