This would be great for the people that have small amount in unclaimed property for whom filing a formal claim is either not worth the effort or basically impossible. Comcast owes me like $300 from some kind of settlement from a decade or so ago, but I can’t get the money because I don’t have a copy of my lease from back then. This bill would allow me to get that $$$.

Yes. It's so dumb right now. They know who they have money for. You just need to claim it by producing so much paperwork in some cases and getting signatures notarized that often it's not worth the time/effort.

They don't.

There is no tie between a name and a physical person. Unlike a social security number. Names are not unique. And even if they were, there is no definitive database of addresses where checks can be sent.

What address are they writing on the envelope for the check?

Maybe the address of the Comcast contract?
