But how? WA has no income tax so I don't file a state return. The feds don't care about WA PFML, I'm not even sure this goes anywhere on the federal return.

Apologies. I thought you were asking about paid benefits, but on rereading your question I see you are asking about premium payments that are in excess of the income cap.
Let me inquire on that & I will come back if I can get good guidance from HR.

In the meantime the state website says this:
If you overpay your premiums, you will see a credit balance on your account. You can use this amount to pay future premiums. If the amount is over $50, you can request a refund by contacting the Customer Care Team at paidleave@esd.wa.gov or (833) 717-2273.
Have you signed into your account to see if the credit is there?
