I think if it is still within the 3 days allowed on the permit, they will let it slide
The Oregon trip permit is only good for Oregon. When transiting multiple states you're supposed to get a permit for each state.
Chances of getting caught are slim though.
There is no Washington Dept of Motor Vehicles.

Nope, that's the department of transportation, highways. Not DMV. If you're going to try to pull a 'gottcha' at least cite the correct analogous department. dol.wa.gov.
