You should probably call Washington State Patrol or Washington Dept of Motor Vehicles to be sure you get the correct answer, because it could be a very expensive mistake.

The Oregon trip permit is only good for Oregon. When transiting multiple states you're supposed to get a permit for each state.

Chances of getting caught are slim though.

Nope, that's the department of transportation, highways. Not DMV. If you're going to try to pull a 'gottcha' at least cite the correct analogous department. dol.wa.gov.
