Sounds perfect for a rainforest IMHO. Now I wanna go.

Nah, it's quite moderate compared to the rest of the state. Lows above freezing for sure.
I backpacked in to Lewis Meadows during the first week of April. It was very cold and rainy with a lot of very large blowdowns, but it was nice when it cleared up and the sun came out on the hike out. If you want the rainforest experience, it's definitely a time of the year when you'll get it.
It will most definitely be mossy, green, and rainy, foggy is only a maybe.
I believe it’s low enough in elevation to be accessible year round. Then it just comes down to your rain gear.

Camped there for my birthday last June and I have never been so soggy in my life. Wonderful though!!

It will undoubtedly be a cool 50 degrees with intermittent rain showers. And it will be awesome!
Yes, it will be mossy, foggy, green and rainy. It will also be less crowded because it will also be friggen cold and possibly white.
There will be zero snow in the Hoh River valley in March/April.
Probably. More than likely. But it has happened. First time I went, in March '93, along the river it snowed on us, enough to turn things white. The entire time I was there it stayed white not much higher than we were.
Point is, it can happen. Has happened. But probably won't. Still can be cold.
