They do. My in laws got a notice that if they don’t clear their leaves, they’ll get a $200 fine.

My neighbors did as well.

Edit: they were threatened with a fine for keeping their leaves in a pile in their yard. So they raked them into the street instead.

Why would you get a fine for having a pile of leaves in your own yard? I can’t find anything on the city of Worcester site indicating this is a thing.
