does it cap increases or something? im genuinely curious, cause a rate hike of 100% seems like they can charge whatever they want

Basically utilities are allowed to recover their operating expenses plus earn a reasonable return on their capital investments. See here for a quick overview: https://en.wikipedia.org/wiki/Utility_ratemaking
