Are you using GeForce drivers?
maybe your display settings got reset, check your refresh rate
Please avoid weird software to fix problems. Your PC is definitely struggling with some changes but that will rather make it even more worse. Start with the basics: Is your power supply powerful enough to run your new graphics card? Did you do a clean install of Windows 11? Did you do a proper uninstall and clean install of your new graphics driver? Are your monitors plugged in to the graphics card? If you plug them into your motherboard you will automatically use the internal graphics chip on your CPU which is much weaker.
Actually i was in Windows 10 and everything was good with me but before 3 days I decided to install the Windows 11 but now while am talking to you I opened RS6 and in the game it shows its 144 fps but GeForce said its 30

What do you mean by "GeForce"? The GeForce Experience overlay showing you FPS? So both counters show different values? Try out the one built into Steam.
Yes GeForce experience are different than the one in the game where can I found the built in steam

Yes and before I download the Windows 11 everything was good

Somewhere in the Steam settings, just look around and you will find it. GeForce Experience is a horrible piece of software and something seems wrong with it. You should visually notice if a game runs in 30 FPS instead of 120+ so rely on your eyes and not numbers.
If your games run fine just the counter is wrong then stop solving the wrong problem. Download Display Driver Uninstaller and your graphics cards current driver from Nvidia. Run DDU and uninstall the Nvidia driver fully and cleanly. After that reboot and install the current driver, preferably only the parts you need (Custom Install) and leave out GeForce Experience.
I saw your other comment you said the geforce app is showing 30fps but does it actually feel like 30fps? You would be able to tell 30fps is very stuttery, if it's smooth I wouldn't worry about it, geforce just reporting it wrong.
No it’s dos not feel like its 30fps it look so smooth and good but I thought maybe if a keep play something will be wrong you know I really worked hare to get this pc and I didn’t know what to do so yah
its not gonna cause permanent damage or anything. if the games are running fine dont worry about the FPS indicator
Follow this guide, if it is not fixed then I would just turn off the nvidia fps counter, it must be bugged and could get fixed with a future driver update.
