It's the same chairs. They just never picked them up.

And you think the culprit is on Reddit waiting for you to ask?

Or maybe, here’s a wild idea - it was the wind. In one of the windiest parts of a very windy city. Shocking, I know.

Those chairs and tables aren’t the beefiest, but they aren’t THAT light.
You’d need some pretty strong gusts to propel this stuff over the railing and into the river.

The wind keeps trying to downvote you

What's truly shocking is how dumb you have to be to actually believe and argue that the chairs, and table, got lifted by the wind and tossed over the railing.

This happens with enough frequency that it would probably behoove the folks in charge of that area to get some cameras installed to attempt to catch the people that keep doing this.

In order for that to work, we'd need a police department dedicated to solving crimes.

Lol this is the stupidest thing.
Same dumb idiots doing it every week.
Same dumb idiots who are not solving this crime.

I live right near there and literally making a hook to gram them out. Low tide there are about 15 chairs and 3 tables.
