Rec dispensaries want to make money.
The first rec shops are always going to be in convenient areas or former industrial neighborhoods where leases are cheap and parking is easy.

I would bet that their are operators applying for licenses in all neighborhoods all over the city and the approvals are disproportionately in certain neighborhoods :)
