I shoveled tonight just because I'm horrified of it freezing on the sidewalk and an early morning person going for a walk falling and taking me for everything i own.

Unless your sidewalk is on your property, "Government agencies, such as municipalities, are responsible for most other public areas such as parks, roads and sidewalks".

Most cities pass that responsibility down to the property owner.
