You are missing some key things: Congress nor POTUS have not taken action on it, so it didn't pass (yet). Senate doesn't make laws by themselves.

The bill has like 73% bi partisan support they literally just need to vote on the matter and it'll go through there's absolutely zero reason not to do so

Congress is waiting on a report from the Department of Transportation and that report may not come until after it's too late to take up the Sunshine Protection Act.
