My mom and I are staying a few nights in North Conway mid December. We’re definitely gonna hit up the outlets and shops in the village. We were also thinking cog railway, any other suggestions of things to do/places to get dinner?

You should check out the calendar for https://www.mountaintopmusic.org/ and see if there is a performance when you are here. Also MDs Playhouse. If you're into music and beer Tuckerman Brewery is a good time, too.
The NoCo shops are very nice as well and lots of folks prefer them to the outlets, but all people are different.
Go to the Christmas loft, it’s definitely worth it and only take about an hour to do a loop around the store
Give Nestlenook Farm a look, up the road in Jackson. Hopefully it's cold & snowy enough by then.
Similarly, anything outdoors in the area. The White Mountains are gorgeous year round as long as you're prepared for whatever activity you choose. Even just going tubing for an hour or something up at Cranmore (again weather dependent).
Tip some cows

Was thinking this too but for the month of December it looks like they only do a Santa themed train ride and neither of us feel like being around children lol

Another food option that I went to this weekend is Barley & Salt. Nice restaurant, not fancy, not trashy. Maybe upscale for Conway but I don’t know the area well enough. We went there to grab a drink only, but got some truffle fries as a snack which were fantastic. A good selection of beers on tap if that’s your thing (that’s my thing). My wife doesn’t like beer and found good drinks on the cocktail menu (oatmeal cookie martini for the win). The food menu looked great, we just weren’t there for more than a “one and done” drink before we moved on to the next place (had a friend from out of state visiting and wanted to hit as many breweries as we could). While there we realized they were recently featured on diners drive-ins and dives, which we’re a huge fan of. Got home and looked up the segment and it makes me want to go back just to try more food. It was my first time in Conway- it’s absolutely beautiful up there so you’ll have a great time. Enjoy!
Max’s Pub in Eaton and Thompson House Eatery are the two best things here. If you like beer Ebenezer’s in Lovell, ME is a close drive.

I would get dinner at The Wild Rose, located in Stonehurst Manor. I’ve never had a bad thing there; it’s a little pricier, but gosh it’s delicious.
