Voting is mandatory in Brazil regardless of where in the world they live.
So yes... Brazilians in Union County are obligated to vote.

Fines when you arrive in the country, not being able to renew passports, among other things. You can abstain but you have to tell them why you couldn't vote. For instance, if you live in Utah and your nearest consulate / voting site is in Florida (just random states, not necessarily true), or if you're sick and can't go, then you'd have to send in a form with proof explaining why you didn't vote.
