Stealing a dog is considered petty crime in the eyes of the law because animals are property.

It can be more than that. Especially if you steal someone's expensive prize winning show dog. Seriously though people shouldn't steal dogs

I have spent over $20k on one of my dog’s vet bills. I have wondered if I would have a stronger court case because of the money I’ve spent on her health. That’s far above a “petty crime” and the dog herself was a couple thousand ten years ago.
