Nuclear bombs are basically designed to take out cities of innocents. If nuclear war breaks out, it's pretty much everyone trying to not be the last country to get completely erased from the surface of this planet.

What you describe is that NK has the most precise missiles in the world. Precision is all about reproducibility. They are precise in their ability to never hit a target, always the ocean. While American missiles are very accurate they always hit their target, but they really lack precision because those targets are all over the place
