If I recall, people were doing this in Frankfurt 45 years ago. I swear I visited pools way back then and saw things I kinda wished I hadn't seen at that tender age.

I lived near Munich between 2000 and 2002. I'm shocked to learn that this wasn't already allowed. I seem to recall Germans having no qualms about showing their bodies, especially boobs. Also, the neighborhood pools were small water parks with slides and other features.
