Only asking because the worst offenders for parking all over the sidewalk seem to be cops. It's a mess outside every precinct.

DSNY can only tag cars with no plates or facsimiles. NYPD is responsible for removing [towing] all vehicles except those that are considered derelict. [Cars with no real value]
