Other comments got it right. We used to call the sign with moon, the "Disco parking." Basically, this is a money-making scheme by the city. They will not only ticket, but TOW the car between 2 and 6 am on those mornings.

That’s actually a street-cleaning scheme. Towing is just necessary to clean, and of course someone should pay for it.
