I’m all for more traffic enforcement since it does save lives. But the people that tend to drive like assholes, ignore traffic laws and injure people are also the people that flee the police. But chasing people is dangerous. So, who stops for the police? Normal law abiding citizens. Normally, this wouldn’t be a problem if there were like consequences to bad behavior when one of these assholes is caught doing something, but well there aren’t. So here we are.

This is why enforcement isn't the most effective thing we can do to save more lives. Assholes are pretty evenly distributed in populations around the world, but many of our peer countries have used a combination of design and regulation to bring car crash deaths way down. To be clear, assholes who break the law and hurt or kill people need to pay. But if the goal is saving lives, of the several things that need to be done toward that goal, enforcement isn't the biggest or most effective piece.
