This happened in my building, although not that high up. in the winter, when it's really cold, high school kids sneak into the building to smoke in the hallways, there's always snack wrappers left all over the stairs.
People are getting high on the roof and throwing their munchies out at your door step.

it's more likely a shitty neighbor is leaving that on your doorstep for whatever reason than some rando in the neighborhood breaking in multiple times and walking up and down 5 flights to dump garbage
It's the oddest thing. I don't talk to anyone in the apt either.
My fear is that someone I tracking when I'm home by how fast I remove the package.

Other people are mocking you in this thread, but this would be quite suspicious for me too as someone who grew up in a pretty unsafe town. Doubly so since you mention you've been burglarized before.
Don't touch it. Don't let them track you. Install doorbell cam. Collect proof if anything happens. If you are a woman, please take care of yourself. Better safe then sorry.
