The Blue Moon in West Philly was probably the craziness leader until it finally got shut down, but the Carlyle was no slouch.

While waiting for the long red-light to change on Broad st, the so-called hookers coming out of the Carlyle Hotel would proposition you. They were some of the worst looking prostitutes I ever seen.
