It may not be an "Arrest" and more detaining the person and writing them a Summary Offense for Disturbing the Public.

Yeah I hope that’s what happened. I get you gotta drag the guy off in cuffs to discourage others, but plz don’t try to ruin his season about it

Yeah, I think the whole idea is to hold them liable for damage to equipment.
