Also gunna tack on the light show at Franklin Square to this! We do em all lol. (They also have mini golf here and a playground area for little ones, as well as a carousel).
I'd take them down to that Miracle on 13th Street. Bring a stroller and walk through so they can gawk at the lights. It's really impressive.

Good list, and I'll add that the drive thru lights at Shady Brook Farm are worth it. Also check out the walk thru lights at Elmwood Park Zoo in Norristown, and further away, a trip to Koziers Christmas Village is worth it. Don't forget about the amusement parks, too, as Sesame Place, Dutch Wonderland and Storybook Land are all decked out in lights and super fun for toddlers.
I second Shadybrook. My kid loved it as a toddler. She's 11 and just asked to go again this year.

Longwood Gardens
Christmas Village gets crowded but it’s still good. I took my 2.5 yr old this weekend. He walked around and went on the merry go round. We saw Santa but I’m not sure if he’s there every weekend. I endorse it.
Affordable/minimal effort idea: collingswood. The lights look nice and they have a bunch of things to do throughout the next month, like free visits with santa
Or Dec 3rd, family night will have activities for the little ones and a fireside showing of frozen 2
If you want to make it a little less affordable, you could have brunch with the grinch. But you could also stop by for a treat after visiting with Santa and looking at free light displays. If you walk to the end of the shops, next to the one church there is a house with an insane amount of decorations. I feel like at 2.5 years old that would be as impactful as paying for a light show.
