Waaaay back when I was young, the Chicago PD had t-shirts that showed several gang symbols upside down around a police badge. The caption was “The biggest gang in town” or something similar.

Seriously. In Oakland thieves can literally do whatever they want as if you call the police no one will come.
We called the police once and they came two days later, at 2 am!
