This happens pretty frequently.

I sure hope people are making that choice rather than waiting. There's been a lot of studies recently on quicker transport to a trauma hospital versus EMS care in the field / on the way, and the take-away as far as I can tell is that faster transport to the hospital is much more important for survival and other outcomes than involvement of EMS.

More likely they didn’t want the heat and took the victim and dropped him off. If you call an ambulance for a shooting victim you set off a police investigation.
