A little confusing, Does it treat the fissures, or help stop them?

Well, if someone has chronic fissures, preventing more would be treatment for the fissures by logic.

That's what I was thinking, but "topical" is generally used after.

Topical means a cream or ointment that is spread on the skin. Before or after doesn’t matter. You can use a topical medication to prevent a condition or to treat it after it’s occurred.

The article says they had 89 test subjects for analysis, and that 80 of them saw improvement to symptoms 1 week after treatment. No claim is made for future prevention, but the findings show further reduction of pain AND reduced instances bleeding after bowel movements over the course of a one month treatment.

So id say treatment.

Prevention may be possible with this method, but it is not explored in the scope of the study.
