The article says they had 89 test subjects for analysis, and that 80 of them saw improvement to symptoms 1 week after treatment. No claim is made for future prevention, but the findings show further reduction of pain AND reduced instances bleeding after bowel movements over the course of a one month treatment.

So id say treatment.

Prevention may be possible with this method, but it is not explored in the scope of the study.
