If they are a fan of dinosaurs: the Missouri Institute of Natural Science! They'll rent you out space under Henry the Triceratops for an afternoon and give you a tour, have an activity for you (age appropriate) and even give the birthday kid a gift!
So much this! We just did my 4yos birthday at Missouri Institute of Natural Science and they did an amazing job!
I'll keep this in mind for my three year old granddaughter. She is crazy about dinosaurs! Pretends to be a T-Rex everyday. She sings, "I'm a big dinosaur that's big." And has quite the roar to match!
Itty Bitty City! Booking a party there gets you a room for a 2-hour time block, but the kids are able to stay and play all day, even after you have to be out of the room.
EDIT well apparently I've been lucky. Every time I've taken my kid there, we've all been fine 🤷♂️

I am no expert on parties but I have a son and a grandson and they were both three at one time. I would say home is the best place to have a birthday party. Put a little thought into some simple decorations, have a few playmates over, mom, dad, grandparents. I don't think any thee year old would want or need more. As they say, your mileage may vary.
We've thought about it, but it'll be so cold at the time that we'd have to stay inside and there would barely be enough room for family, let alone friends.
Itty Bitty City is huge with my mom friends. I like Phelps Grove Park. You can rent the pavilion, or just commandeer some picnic tables and a grill. Playground right there, plenty of room to run around and yell your head off… opportunities for a scavenger hunt or party games or whatever.
Is Hooters the wrong answer?
Wrong? Probably. Funny? Yes.
Jungle gym is great!
If you are wanting indoor, I would recommend Jungle Gym or Imaginasium.
We just went to one at Jungle Gym and Imaginasium and Imaginasium was much more fun!
Wilson Rutledge Farm Park has lots of really fun activities.

I know this is not helpful at all.. maybe it is. We did my sons second birthday at my workplace. It was free and we got to spend as much or as little time as we needed. We got to hang up any decorations and bring in whatever food. It was great.
Depending on when it is, a pumpkin patch is also a good idea. My sister just held one at Spring Hill. Kids went nuts. Adults hung out at the bon fire. It was really good.
Also the community rooms at the pools are fun. Kids get to swim and they normally have good group rates
Young ChuckkyCheese was always successful wether we were hosting or attending. Raised 2 boys . Dont know ages of kids attending. But if varyin g ages Skateland roller skating was always good. They used to allow food n cake of your supply. And group rates. Also gave other parents chance to skate. Or rent a hotel room and use their multipurpose room Games movies for kids. Been through lots of b day parties More than willing to share more ideas. Costs vary and remember dont over do it when real young because they just can get bigger n bigger. Costlier n costlier. the fire house community rooms! They are only $55, can be booked for 8 hours and you can even request a fire house tour. they have several different rooms and are amazing for kid parties.
