There is a lobby that pays to keep this and no right-to-repair laws in place. It's just another way someone has found to extort money for an industry. I never got my car inspected in Vermont. Where I worked, one guy would come to work on a pickup with no headlights and — I kid you not — no windshield. If you don't draw attention to yourself, it's not likely you are going to get caught.

I turned down a service writer job in a Rutland dealership due to the pay scheme. You were expected to get a certain amount of money for every car that came in. That is what your paycheck depended on. So if you didn't sell unnecessary services, you didn't pay rent. Nice system.
