We used to get snow every year until about 2018 so most of us aren't used to this.

I grew up here, and have been back since I graduated college in 2004. There has been plenty of years that DC barely got anything long before 2018.

DC's had some winters without much snow in the past, but we're still seeing something historic this year.
Dulles just set it's record for latest day in the season with no measurable snow, and DCA is currently at 5th latest with no snow.

No, by now it had snowed in both those years, just not much. On average it’s just warmer.

Then you should know that it usually snows somewhere between Feb-April.
