I don’t see how requiring simple tests from China would cause such a change of course? It shouldn’t. “Through March 25, 2023 - Covid tests required for passengers from direct connecting and interconnecting flights from China required”

There’s no need for any other restrictions. Simple test and deny entry outside of the airport.
