No it does not depend how you frame it. You're talking about motive. Motive is moot to the comment:

I think the comment is inherently a moral condemnation. I mean, they don't literally have blood on their hands. At that point I think the motive is relevant to their actions. I dont see what the point is of saying someone has blood on their hands otherwise.
