Seems like the goal change in the middle of war. After 9/11 the USA was pretty much determined to destroy every other groups which is the threat to the USA that is the reason why USA invade Afghanistan in the first place. The USA never able to demolish the network, they manage to slow the process and have disturbed their presence to some extent, but they never manage to exterminate them. After spending 20 years on the field, they never fully crack the networks of this Al Qaida sure they might have destroyed thousands of networks, but it does not matter unless it's fully destroyed. Anyway if you want to look at the objective which been completed then be my guest, for me, I am continuing to look at Trillion of dollars Tax dollars has been wasted on the war which have not been won by the Nato and the west.

Their main objective was too demolished and dismantle every group which might become a threat to the West. They have failed to do so since the Taliban have recaptured Afghanistan and the West is pretty much back to square one. The USA has negotiated with the Taliban so that can leave in peace. If you think the West have won the war then you are naive or in denial.

The objective of invasion was to destroy the groups like Taliban which they have failed to do, they have spent 20 + years to destroy every major group which they failed to do so. After trying everything, the USA and its allies made a settlement with Taliban the same group which they were fighting to let them leave peacefully. So in the end Taliban recaptured Afghanistan and USA and its allies not able to do something about it.

Obviously I don't mean by going to war. I mean cut all ties trade relations, political relations all aid, and public/private sector funding. Drive them into the new North Korea of statuses.

Look at the Iran the world has put sanctioned on them, and it has damaged them to an extent, but they do not change their motive they still are working towards the nukes, and they pretty much adjust to sanctioned now. Their economy might be in the worst shape, but they are pretty much in control, and now the world cannot do something about it. So if world completely cut off with (Russia which is much bigger than IRAN) and put sanction on them then at initial stage it will hurt Russia but as time progress Russia might be adjusted to it. Not to mentioned India, China, and other countries which are not part of Europe alliance will not stop its trading hence Russia will still manage to survived it.

Considering nukes can destroy the whole country even the nukes aren't in better shape, it would not be wise to think that nukes might not be in good shape as even the worst of worst nukes can destroy multiple cities.

I don't know, man the last time I checked the Taliban has taken control back and America and West lost the war horribly by the folks which were using ancient weapons. It will be doubtful that the West will go to war with Russia since it has nuclear weapons which can destroy the whole nation.
