Sloping columns put some extra loads on the floors, so as long as these loads are taken into account when designing, there is no issue.

This incline is big enough that it should have been noticed during construction. The fact that they built over a dozen floors above it means it's intentional.

Photo is from Wednesday evening, but I just saw 2 guys laying out that rebar. If 2 lathers (rebar workers) is the regular crew then concrete won't be poured until next year. Could be that the weather and/or holiday has kept some of the workers home. But it's no longer just a plain dirt floor!

If the main entrance is level (i.e. doesn't have a step) then the ground floor will almost certainly be ADA compliant. Some elements will be grandfathered in, such as old front doors, but everything inside that had to be built when that restaurant/bar moved in (bar, bathroom, partitions) will need to be compliant, including bathrooms and turn radii. If the restaurant is over 30 years old then there's a good chance that most things will probably be grandfathered in and non-compliant.
