The only two really major sources of bad air (outside of cars) that come to mind are the wheelabrator plant and the water treatment plant, both are along route 20 on the southern border of the city.

I've been called 3 times. All 3 times I just hung around in the waiting area for about 4 hours and was then sent home. One time we were told this was because every case set for that day had either pled out or settled that morning.
As to taking time off from your job - your employer is required to pay you your regular earnings for the first three days. After that the state pays $50 a day.

4 unrelated people in the same apartment, however that is structured on the lease. It is supposed to prevent operation of rooming houses in areas that aren't zoned for it.

Huh? No, your neighbour would have been hooked into the electric line somewhere downstream of the meter, it wouldn't have been based on a meter swap.
But when the electric company gave you a new meter, they might have fixed it - or whoever was tapped in noticed you noticed and stopped.
This happens by accident a lot in 3 deckers - some electrician isn't paying attention and hooks one unit's outlet into another unit's breaker box or something.

NG is pretty well regulated, it would be quite a scandal if they were ripping you off on purpose.
I think it is more likely that one of your neighbours (are you in a 3 decker?) was hooked up to your electric somehow. If it was an accident, it might've gotten fixed then the meter was swapped. If not, definitely keep an eye out.

That is a little high, but if the insulation or windows aren't great it wouldn't surprise me. Did she winterize? Plastic on the windows may work wonders.
Electric heat often costs more than AC. In the winter the heater has to raise the temp by 30+ degrees, but the AC only has to drop it by 10-15 for most of the summer.

It's still dependent on Amtrak, this proposal is for a new Amtrak line.
