Pic is just from google images since I couldn’t find an example of it happening in action. I’ve seen it several times on Snoqualmie pass that typically on the down hill sections, snowplows will raise their bed all the way. Why would they do this? Wouldn’t that be way worse for their center of gravity?
This picture isnt actually “in” the national park. If you look at a map of the actual boundary of north cascades national park, the only way to get into it is by hiking. The entire highway 20 corridor is not inside the park. As a previous comment said, the inner area is Ross Lake National Recreation Area.

What kind of tires do you have?
Know what you have, what “traction tires” are, and know what the various warning levels for the passes are. WSDOT has a lot of good info on this.
Always carry chains this time of year and know how to use them.
Monitor the weather and pass conditions. One hour it might be fine while the next hour the pass is closed.
