I assume so. It opens right to the sidewalk and there are elevators inside.

There's a neat thing in science called the Bernoulli Principle. Here's a simple demonstration with air.
I imagine the volume of airflow you'd get with a fan gives a lot of relief.

it can't walk, that's why it's got the wheelchair.
It's the standing ones that are acting like they aren't disabled.
