Because its an excise tax letter which is why the registration is blocked. The excise tax is being phased out and anyone that even owns a minor amount of $$ gets these. Mine said exactly the same thing. When I called the town hall an automated message said "Due to the volume of calls regarding recent mailings about registration blocks there may be a long wait"

Since you called, go down there with the letter. You also may be able to check online with this with your Town's Web page. I literally just had this happen. I owed 3 cents and I had a Tax block on my car. Town Hall removed the block for me but was a pain in the ass. Seems like they are sending a lot of these letters out.

Carmax. No haggling so you pay sticker price. Buy a warranty if you are concerned about repairs. Bought my last car there and would totally do again

That is a lot. My house is a split level ranch with 3 levels. Oil heat, electric dryer, propane range. 3 TV's, several computers running 24x7. My current bill is $113.
