It’s actually January 1, 1982, which is hilarious because when the law was passed, that probably meant you had to be over 12 to not need a license. There’s not shifting date provision though, so now it’s 40 and goes up every year. It doesn’t really matter though, I’ve taken the class to get my license. It’s online and a complete joke.

The logic is that they pick the most Republican places they can find, like Fulton County where 85% of people voted for trump, and where they can get unfettered access to voting equipment. Then they hire fake election consultants like Wake TSI to make bullshit reports stating the machines are unreliable to plant seeds of doubt in the election process. It’s both transparently evil and effective.
