Yeah, ever since the pandemic, traffic in CT has gone from awful to apocalyptic.

As someone who frequently drives from NYC to CT and VT, it all sucks. The best way is to figure out the hours when traffic is the lightest and go then. Helpful hint- Do not drive south on the Merritt before lunch. Do not drive north after lunch.

If you're on the western side of Vermont, then the Adirondack state park in NY is very close and there are no issues with private property and it's huge.

Definitely file a complaint. I did a few years back against a cabbie who didn't wanted to take me to the airport and said "he didn't know how to get there". The wheels of justice turn slowly, but they do turn. There was a hearing date set, and I agreed to appear (you can do so remotely). Guy pleaded guilty and was fined.
