They have way too much housing in China. They totally overbuilt and their population is declining. In the US we under built while population increased.

The issue is that most of the unoccupied housing is in places where the people aren't located like rural areas or de-industrialized towns.

That is not true. The legal owner is the mortgagor (homeowner) , not the mortgagee (bank).

It actually is how subpoenas work. If they wanted to serve him personally in the Bahamas he they would have to do it through the Hague Convention and it would take months. Otherwise they need his lawyers to affirmatively agree to accept service on his behalf.
