ULA's Vulcan is yesterday's news. It is not re-usable, despite vague plans to try to save the engines by capturing them with helicopters.

Sounds very much like support for SpaceX wannabee competitors. Currently there are no US companies with a viable alternative to SpaceX Falcon, Falcon Super Heavy and Starship.

Using balloons is an excellent way to hurt your rivals/enemies. It costs them far more to destroy a surveillance balloon that it does to build one and fly it over their territory.

NASA has known for a long time about the problems caused by Martian dust. Couldn't they have built a solar panel cleaner for the InSight lander?

Comparing ULA to SpaceX is not realistic. Vulcan is yesterday's news. It is not re-usable, despite vague plans to try to recapture the engines by helicopters (plans which ULA has scrapped for the time being).
