In a vacuum, probably just as long as any house. But with a disaster response, federal aid, insurance, and a lot of red tape probably coming into the area, there will probably be a large wait time. These houses will probably have structural damage and have possibly been removed from their foundation. If you remember the Joplin tornado in 2011 that destroyed 7,000 homes, it took around five years to rebuild ~85% of those houses, and there are still places in Joplin that are just foundational slabs. So, yeah, there are a lot of factors at play to give a good estimate on your question.

Was this recently? When I was looking at going there last year, the actual procedure had to be done in STL, but everything else could be done in town.

If it helps, I missed a few documents and still had a very easy time filing.
Missed a single page form when I went to file, and the clerk had me fill it out in person at the courthouse.
By the time we got around to filing, my ex had a child (we really dragged our feet lol), and we filled out all of the parenting forms, but forgot a copy of the birth certificate. Got an email from the clerks office requesting it, attached it, and once it was processed the filing moved forward without any other action on our end.
At our judgement hearing, my ex also forgot to bring the property description or deed to her house, and the judge we had just let us take a clear photo of it after we left and email it to her. No delay in the divorce being finalized.
If you need any clarification, call the clerks office. They can't tell you how to answer the forms, but I found them to be very helpful in interpreting sections of them that I didn't quite understand.

Absolutely. And to be clear, it is a little anecdotal on my end -- I live in SW Missouri and that kind of timeline for storm recovery is just something that you grow a little used to. I remember there was a huge community response to Joplin really early in the beginning stages that I think also helped out by freeing up resources, along with quite a few non-profits building houses as well.
