Unless this plot is showing us that more children are walking around on Hallowe'en, in which case totally unwalkable cities is the answer.

In general, the newspaper headline and the purpose of the study are not strongly correlated.
But it's also often useful to quantify things that are qualitatively obvious.

Every time a selected group of countries is used, it's because they give the result the person wants, and the ensemble of all countries doesn't.

Oh, I wouldn't hazard a guess. Obviously the data fits both takes equally well. But we can see which one people want to be true.
