It's pretty rare I see these signs enforced. People will park there, and either not get ticketed, or will get a ticket but won't pay it.

I think it's the shitty drivers that are the problem. The ones that watch where they're going and follow the laws of the road, and don't drive aggressively around civilians are not a problem. It's the assholes that aggressively drive like they're special and/or own the road, and let's be real, there's a LOT of these. I personally primarily drive and ya there's way more asshole drivers here than anywhere else I've driven, both domestically and abroad, so it makes the rest of us look bad.
Of course, I see my share of idiot bikers that jump in front of traffic, run red lights, etc, but they're pretty much just putting themselves in any real danger. If a car hits them, the worst that happens is a few scratches or dents on the car, the idiot biker obviously will be a lot worse off.

Get on the silver metro line, and stay on it for about 45 minutes towards Ashburn. There you can take a vehicle called an airplane to a country that allows drinking at 20.

Lots of people saying take the metro on here, and it could be good, but if you don't live near a metro station or have to tote around kids, bags, other stuff, that would be rough. But yes, if it's just you (and maybe another adult) with a single bag (each), metro is likely the best option if you live reasonably close to it.
If you live close, might be good to taxi/lyft/uber as well. Or if the above would suit you minus distance to a station, maybe taxi/lyft/uber to a station and go from there.
Unfortunately DCA doesn't seem to have any good offsite parking outside some hotels that might offer it.
It's really hard to know what's good for you since we don't know who/what you're traveling with and where you live.

Metro's silver line extension just opened which goes all the way there.
Catch red line to connect to silver then just go Ashburn direction, you'll get there in about 45 minutes (don't quote me on time).

When I did it back in 2019 I couldn't find anywhere so just walked into the one in the Reagan building on 14th and had no issues. Only one other person there and they were actively being helped.

I'd be less worried about someone coming to fight me, and more worried about a bullet coming my way. Many of these aggressive, no fucks given, drivers are also armed, usually illegally. Unless you're faster than bullets.

Also don't forget other things, like:
Internet was invented in the US, and the buildup of sites in the early days that only snowballed being in English was a result. Obviously other languages exist on the internet by now, but globalization and bringing the world together has its effects.
Language of aviation probably has something to do with it. Idk how past aviators, but I'm sure it helped as more and more traveled.
The US is home to many large international businesses, that businesses from other parts of the world want to interact with. Yes, other countries have large businesses, too, but with a country and population size the US has a large amount. (You mostly mentioned this one I guess.)
Maybe skewed towards my experience, but English very much seems to be used by tourists and the places they're visiting to interact. It is easier to know English than learning the language of every country you're visiting, and likewise for people/countries who want your tourism money it is easier to learn one language vs the language of every person visiting. While there's no specific reason this one should be English outside of places where exclusively English native speaking tourists go, it probably latched onto the other mentioned factors and formed its own thing.

To be fair, when I registered my car in DC (transfered from elsewhere), I got my tags then and there.
Though, my other car around the same time I bought at a dealer in Virginia and it needed long enough to get my DC tags that I needed new temp tags.
Odd enough, the first car has a higher number than the second car despite me getting the first car's tags earlier.
