Not excusing this behaviour in any way, but GP practices can be infuriating with their rules. Recently I was in the waiting room when another patient asked the receptionists (of which there seem to be about five) for a repeat prescription. They said they couldn't deal with it in person and she'd have to phone. So she stood in front of the reception desk and phoned the surgery to speak to the receptionist who was sitting in front of her.
