How about calling Apple or your provider?

You 100% can disable the SOS feature.

You can not how ever disable the phone’s ability to call 911, even without a SIM/phone plan.

So many dropped 911 calls from businesses that need to dial 9 to get out. Or people calling India 91 country code.

As for 911 believe me. Being a 911 operator I wish it was a different number like 112 in the UK
